The HDB was reorganised in 2003 to better suit Singapore's housing market in the 2000s. Efforts to engage residents with upgrading schemes increased in the 2000s and 2010s, and the HDB also began solar panel installation works from the early 2010s. The Office of Housing coordinates and administers housing-related programs and services and makes recommendations to City Council on housing policy and affordable housing investments.
